UN panel recommends reform of peacekeeping missions

The UN High-Level Independent Panel on Peace Operations has submitted recommendations for improving UN peacekeeping missions to the UN Secretary-General. 

The Panel was set up last year to undertake a "comprehensive assessment of the state of UN peace operations" at present and going forward. 

The report focuses on four "essential shifts" needed in peace operations: primacy of politics; responsive operations; stronger partnerships and field-focused, people-centred missions. The Panel is also urging extreme caution with regards to the UN's approach to enforcement missions, advising against military counter-terrorism operations.

A large section of the summary deals with UN human rights abuses in light of the recent reports of sexual violence by peacekeepers in countries such as the Central African Republic and Haiti.

The recommendations are wide ranging and broadly echo the call of UNA-UK for more focus on conflict prevention in peace operations and stronger engagement from Security Council members.
