UNA-UK's Responsibility to Protect (R2P) Programme Officer, Alexandra Buskie, contributed to a blog debate on the impact of a new concept - 'Responsibility while protecting' (RwP) - on the R2P norm.

RwP was introduced by the Brazilian President Dilma Rousseff during an address to the UN General Assembly in September 2011. The concept seeks to address concerns regarding the implementation of military measures to prevent and halt mass atrocities, stressing that the use of force should be a last resort and that any such use should be monitored to minimise the impact on civilians.

The blog, hosted by the International Coalition for the Responsibility to Protect, which UNA-UK recently joined, features contributions from a range of experts and practitioners, including Dr Noel Morada of the Asia Pacific Center for the Responsibility to Protect, Dr Bob Zuber of Global Action to Prevent War, and Naomi Kikoler of the Global Centre for the Responsibility to Protect.
