Now in Ukraine and earlier, in Syria, Afghanistan and Iraq, targeted shelling and explosives have destroyed cultural sites, many registered by the United Nations and thus deemed the common heritage of all humankind. The 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict identifies the obligations on all nations which have ratified it. But what should they actually do?
