Consultant for UN Group of Government Experts on Continuing Operation of UN Register of Conventional Arms and its future development.

Dr Paul Holtom's background is on Russian and Eastern European Affairs and he been involved with SIPRI examining the UN Security Council`s actions with regards to sanctions and embargoes.  Paul will be at the UN this month for the biennial meeting of states on UN Programme of Action on Small Arms and Light Weapons (SALW) and will also provider information and report on the current state of affairs at UN Scurity Council in relation to the situation in Ukraine.

Dr Paul Holtom's current research interests relate to the international arms trade  and strengthening arms transfer controls to combat the illicit arms trade and irresponsible arms transfers. He has recently carried out research projects to inform the negotiations on the Arms Trade Treaty.  His Ph.D related to Russian and Eastern European Studies.

Paul will address the local UN Association on the current international political issues relating to the Ukraine and especially the effect this may have on the future relationship between Russia and the West.  We are especially concerned that this may further lead to deepening divisions and paralysis of the UNSC when it comes to finding concensus within the P5 dealing with other international disputes as is the case with Syria at the moment.

very interesting time for the UN and the international community as a whole."
